§ 20. Vacancy in council.

  • If a vacancy occurs, in the council, the remaining members may by a majority vote appoint a qualified person to fill it for the remainder of the unexpired term. If all the places on the council should become vacant at once and the vacancies cannot be filled by the foregoing procedure, the village clerk shall call a special election of members to serve for the remainder of the unexpired term, except that if a regular election for members of the council to serve for the next regular term has already been held, or is to be held not more than sixty (60) days after the occurring of the vacancies, such a special election need not be held and the members elected to the council at the regular election shall take office forthwith or as soon as the regular election is completed. Any special election of the council shall be held as nearly as practicable according to the provisions for a regular election.
