§ 7. Public services.

  • The village shall have the right to furnish and render available within the said municipality, all kinds of public services and conveniences, including, but without limiting the generality of the foregoing, water, electricity, gas, fuel, power, heat, light, refrigeration or transportation in or through the municipality, either by the said municipality owning or operating facilities therefor, or by exclusive, several, limited or conditional contracts, with or franchises to an individual or a private, public or quasi-public corporation; and to establish, regulate and enforce rates and charges, services and facilities for all said mentioned and other public services and conveniences whether furnished by the said municipality or by private, public or quasi-public corporation, or other agency.
