§ 18-118. Equalization of assessments; approval.

  • At the time and place specified in the notice provided for in section 18-117(b), the Village Council shall meet as an equalizing board to hear and consider all complaints as to such assessment and shall adjust and equalize the assessment on a basis of justice and right. When so equalized and approved, the assessment shall stand confirmed and remain a legal, valid and binding lien upon the Property against which it is made until paid; provided, however, that, upon the completion of the improvement, or provision of the service, the Village shall rebate to the Owner of any Property which has been specially assessed the difference between the assessment as originally made and confirmed and the proportionate part of the actual cost of the improvement, service or benefit to be paid by special assessment as finally determined upon the completion of the improvement, service or benefit, if any such difference shall exist.
