§ 18-115. Contents of resolution; filing of plans and specifications.

  • (a)

    When the Village Council shall determine to make any public improvements, provide services or to establish security benefits and to defray the whole or part thereof by special assessment, it shall so declare by resolution, stating the nature of the improvement, service or special benefit and designating the area to be improved, serviced or specially benefited, what part of the expense is to be paid by special assessment, the manner in which the assessment shall be made, when it is to be paid, what part, if any, shall be apportioned to be paid from the general fund, and what lands upon which the assessment is to be levied. In describing the land, it shall be sufficient to describe the lots and lands deemed to be specially benefited abutting upon and contiguous to the described improvement or the serviced area as: "All lots and lands adjoining and contiguous or bounding and abutting upon such improvement or serviced area." Such resolution shall also state the total estimated cost of the improvement, services or special benefits. Other methods of describing the lands may also be used.

    (b)

    At the time of the adoption of the resolution provided for in subsection (a) of this section, there shall be on file with the Village Clerk plans and specifications with the estimated cost of the proposed improvement, service or special benefit, all of which shall be open for inspection to the public.
